  4.     In the closing days of his 1987 electoral campaign, South
  5. Korean President Roh Tae Woo made a surprising pledge. If he won
  6. the country's first free elections in nearly two decades, the
  7. handpicked successor to ex-General Chun Doo Hwan promised to submit
  8. his administration to an interim vote of confidence -- giving wary
  9. voters, in essence, a chance to change their mind. But last week,
  10. citing the danger of "social chaos," Roh broke his campaign promise
  11. and indefinitely postponed the long-awaited referendum.

  13.     Roh also ordered a sharp crackdown on dissidents, arming police
  14. divisions with M-16 rifles and abandoning a policy that prohibited
  15. firing on protesters. The move sparked violent demonstrations in
  16. six cities. Ironically, Roh's original decision to cancel the
  17. referendum had won widespread support, including that of opposition
  18. leaders, who feared a positive vote would damage their own chances
  19. in the elections scheduled for 1992.
